Reoeived January 20,0.55 a.m. London, January 19. Mustapha Pasha Fehmi, the Egyptian Minister of Finance, arrived yesterday. It has transpired that in their replies to the proposals of the French Government for a settlemei-t of the Egyptian financial difficulty, Austria, Russia, and Germany formally expressed their approval of the scheme and willingness to endorse the views ofthe Frenoh Ministry. It was suggested also that the British Government should eventually convene a I further conference of the Great Powers with tbe view of making some arrange* ment whereby the absolute freedom of the S.uez Canal may be established and guaranteed on a basis satisfactory to the Powers. ■_
