Feilding Borough Council

An ordinary meeting of the Council was held in the Council Chambers on Thursday evening last. Present I—The1 — The Mayor and? Crs Goodbehere, Gichard, Eichardson, Worsfold, Nicholas, Loudon, Carthew, Fowles, and Thompson. i The minutes of the previous ordinary meeting were read and confirmed. I The clause in the report of the I Public Works Committee, read at the last meeting, re their recommendation to obtain Mr Connolly's opinion on' j the matter of the diversion of a stream on Mr J. Whisker's property, was discussed. The Mayor and several Councillors expressed the opinion that it- was both undesirable and unnecessary to incur such expense as that referred io. Cr Nicholas moved and Cir Oarthew seconded, That the advice of Messrs Prior and Sandilands be obtained re alteration of water courses, &c, in the borough. — Carried. . The report of the Finance Commit- „ tee, recommending the payment o£ 3 accounts amounting to £51Q' 4s;sjl, was read and adopted. v*fS^i%^*# ■ The monthly .return or^ljhe Borcragh Poundkeeper was 'react, showing the total number of animals impounded to have been 5.3, the amount received £4, 1 3s, and the amount due to the Council £2 13s. . : -.-....-:.- A letter, found in another column, was read from Mr Hankins re the Blackmore case. A letter was read from Mr G. T. H. Lyne, inspector of the work at "Warwick street bridge, re the progress of the said work. Mr Bray, the contractor for the construction of the Warwick street bridge, wrote applying for a further extension of 14 days for the . completion of the work, on account of the bad weather. The application was granted. - The letter, found elsewhere, from Mr Macarthur, Agent of the E. and C. A. Corporation, was read. . It was agreed to leave the matter with the Engineer. . ■ . The following report of the library Committee was read : — " Your Committee beg to submit the following report, and recommend that - the Lancet, Saturday Beview, Land and Water, and Blackwood's Magazine be discontinued, and the : American Agriculturist, and English Mechanic be procured. , v ; The Committee recommend that all newspapers six months old and magazines twelve months old, from the first of January and July in each year, be sold by auction. The Committee acknowledge the necessity of increasing the books of ' the circulating library, but are not in * a position to suggest ways and means, and would suggest that the Council take this matter into favorable consideration. ' Cr Goodbehere moved that the report be adopted with the exception of discontinuing the Saturday Eeview, and also with the exception of selling . the Feilding Stab. •■..,... Cr Loudon seconded the motion. Cr Carthew moved, as an amendment, the adoption of the report with the exception of the sale of the Feuding Stab and Sangitkei Advocate, and that these papers be filed for future reference. This w«s seconded by Cr Nicholas, and supported by Cr Thompson. . The amendment was carried, there being only two dissentients, ' Mr Hammond wrote, asking for timber to put in a culvert near his property in West street. Mr Hammond, being present was asked what amount of timber herequired, and having replied* a resolution was passed, That he be allowed, timber from the old Warwick street bridge, under the supervision . of the Public .' Works Committee. Mr Gosling, junior, Hon. Secretary oftheFeildmgAnniyerearyCfenmuttee, wrote asking, on bphalf ' of the Committee, the patronage of the Mayor and Council to the celebration on the 22nd instant. -. . 1 On the' motion* of the Mayor, a~ resolution was passed, That the Council would have great pleasure in patronising the Anniversary Fete. ' f . " Cr Gichard moved and Cr Richardson seconded,. That tenders be called for the. collection of the Dog Tax for one year. „ ' '. .' Cr Goodbehere moved and Cr Carthew seconded, as an amendment, That the appointment of a Deputy Dog Tax Collector be deferred till the first meeting of the Council in April next. The amendment was' carried by five votes to four. • Cr Nicholas moved and Cr Worsf old seconded, That a small piece of. land be hired for the storing.of timber, &a» for the use of the Borough. The Town Clerk having offered the use of a piece of ground at the back of his office free of charge, his offer was accepted with thanks, and the motion w. as withdrawn. Cr Worsfold moved and Cr Nicholas, seconded, That in future notices of all works of value not^ exceeding £20' be posted on the blackboard outside the Council Chambers, this provision to do away with advertising works in the local paper to that amount. „. ._,,*-,*■;_. J.: Aitken andE. Jackman for formation of Kimbolton road, and road round the Square, and the tender of J. Belfitf or metallingKimboltonroad be acccepted. — Carried. Cr Thompson moved as an amendment, That fresh tenders be called, but his motion found, no seconder. The resolution was then put and carried. Cr Thompson moved in accordance with notice, and Cr Loudon seconded, That tenders bewailed for the erection of Ifenchester street, tjridge, according to plans, and specifications hud upon the tables:' ...... % ... Cr Cart^ew;suggested deferring the discussion 'of the indtter^ and holding a special meeting for % the' purpose. He would like the members of the Public ! "Works 'Committee, and the Crs generally to have further time for examining the plans and deliberately considering such an' important work. He then' moved ! as ' an amendment, and .Cr Fowles' sfeconded, That the Council meet for the purpose on Friday 16th, and that a special meeting be called for the object. The amendment was put and carried. It was resolved, That tenders be called for the formation and metalling of Port street as soon as plans and specifications are prepared. On account of the Anniversay falling on Thursday^22nd, it was resolved, That the next meeting of the Council be held on Friday, 16th inst, the same night as the special meeting. At 11 p.m. the Council adjourned.
