Feilding Borough Council

An ordinary fortnightly meeting of the Council was held in the Council Chambers on Thursday evening last. Present — The Mayor, and Crs Fowles, Eichardson, Worsfold, Thompson, Grichard, London, and G-oodbehere. The minutes of the last ordinary meeting, and of the annual special meeting for the installation of the Mayor, -were read and confirmed. The Mayor reported that in accordance with a resolution passed at the last ordinary meeting, he had applied to the agent of the E. & C.A. Corporation re the acquirement of a piece of land for straightening the Kiwitea stream but had not yet received a reply. Ee the Blackmore case, the Mayor reported having interviewed Mr Hankins, and instructed him to apply for an injunction in the District Court to stay further proceedings being taken by Mrßlackmore until he had paid the costs of the action. A report from the Inspector of Nuisances was read, and was on the whole satisfactory. Mr Hitchman, Kimbolton road, wrote calling attention to the stoppage of a ditch with weeds near his property, causing him considerSbletjncon venien ce from the overflow of water on to his premises. Messrs H. & J. Halcombe wrote asking permission to fell a road line near their property in Arnott street. It was resolved, That the roadman be instructed to attend to the matter complained of in Mr Hitchman's letter, Mr Newman wrote asking for permission to give a display of fireworks for the public benefit on Christmas Eve, and also to illuminate the Feildi>ig Hotel for Mr Hastie. Resolved, That the application of Messrs Halcombe re feiKng a road line at 30s per acre be granted. The matter of Mr Newman's letter re a display of fireworks was thea cousidered, the Council agreeing ia the first instance that they had no power to interfere in the ho el matte*. Or Gichard moved, and Cr Loudou seoonded, That Mr Newman's letter be received, and that he be allowed to give a display of fireworks, to take place in Mr Macarthur*s paddock, and not earlier than 10 o'clock p.m. Mr Bray, Deputy Registrar of dog* to tne Borough, sent to the Tow a Clerk a list of unregistered dogs which was read, giving the names of the owners, seven in number, and asking for instructions what to do ia the matter. Mr Hammond, one of the number as above, waited upon the Council re one of his dogs, and stated that it was not yet sit months old. He was informed that he was not yet liable to pay for the one in question, but that vs to the other one he must settle the matter w.'th the Registrar. It was resolved, That the Depirfy Dog Registrar be authorised to sue forthwith all owners of unregistered Jogs for the tax due on said dogs. The following report of the PuV'e Works Coiiunittee was then read, a ail a resolution was passed thai; it be ier:ei\ed. Your committee beg to report as follows: — 1. With reference to tW matter of Mr Gichard' s dra'aoge the (Oinm't'ee have satisfied themselves that sufficient fall can be obtained by lowering the Manchester street culvert for a distance of about 1£ chain. Mr Gichard to provide an approved drain to same, and. to fill in any deep holes in his property. The committee therefore recommend that that the culvert be lowered. 2. With regard to the diversion of water from the Kimbolton road, and the effect of the same on the property of Mr James Whisker, the committee recommend that the advice of Mr E. T. Connolly be obtained as to the legality or other prise of the action of the Council in the matter. W. D. Nicholas, Chairman. Some discussion was held, and. Messrs Gichard and Thompson in their piivate capacity, answered several questions from the Mayor and Crs, re the drainage of their respective prope.ties. It was then resolved, That the • ecommendation of the Public Works Committee for lowering the culvert iu Manchester street be adopted, and that the Engineer take the necessary steps for carrying out the work. The portion of the report referring to Mr Whisker's property was then briefly considered, and further discussion held over. The Mayor called attention to some of the most important sections of the new Impounding Act requiring the immediate attention of the Council. Resolved, That the Town Clerk take the necessary steps to procure a book for the Poundkeeper as per schedule to the "Impounding Act 1884." Some discussion followed as to whether the Council or the Poundkeeper were responsible for sundry expenses connected with the matter of impounding as prescribed by tie new Act. Resolved, That tenders be called for the necessary repainting of the notice board at the pound. The Clerk was authorised to procure the necessary supply of dog collars for year 1885. Plans and specifications, prepared by the engineer, for Manchester street bridge, and the improvments in Er&bolton road, and Manchester Square were laid upon the table. Mr Bray applied for an extention of time — on account of wet weather — for the completion of his contract to build Warwick street bridge. The extended time applied for was till the 7th of January 1885. It was resolved that Mr Bray's request be granted. Tenders for tho supply and delivery of metal required for tho maintonan e of tho streets <>f the Borough for the year 1885. Also for tho supply of one-horse, and two-horse teams, at per day, wore then opened as follows : — John Smith, 2s per yard, 11s 9d for one, and 14s for two-horse teams; J. Norman, two-horse teams 16s (^

and 3s 3d per yard; George Clark, 2s 6d per yard, 12s for one, and 15a for two-horse teams; J. Belfit, onehorse team 11s, two-horse 16s, and 2s discussion followed, the Council appearing not to be unanimous in their understanding as to the nature of the work required, and the intentions of the respective tenderers. Cr Worsfold moved, and Cr Fowles seconded, That the tender of J. Belfit for the supply of metal be accepted. Cr Eichardson moved, and Cr Thompson seconded, as an amendment, That the tender of J. Smith for both metal and carting be accepted. This being withdrawn, the first motion was carried. The words " supply of metal" were then taken from Cr Eichardson's proposition which took the form of an independent motion and was carried. Or Loudon then moved in accordance with notice, and Cr Fowles seconded, That the Engineer call for tenders for the formation and metalling Kimbolton road, and the road round Manchester Square as per plans and specifications. — -Carried. Eesolved, That tenders be called for a monkey frame for pile driving purposes. Cr Worsfold moved, in accordance with notice, and Cr Fowles seconded, That tenders be called for the formation and metalling of Denbigh street as soon as plans are completed. — Carried. Eesolved, That the next meeting of the Council be held on January Bth, 1885. Tn the reading of the rough minutes the resolution re the fireworks was rescinded, and Cr Loudon moved, seconded by Cr Gichard, That the application of Mr Newman for a display of fireworks be granted, subject to the approval of the Mayor. — Carried. The Council then adjourned.
