Prince Bismark has been f urged to appoint permanent officers in the islands of iS'ew Britain, New Ireland, Samoa, and Tonga, to conduct German affairs. Lord Heay will succeed Sir James Fergusson as Governor of Bombay. It is rumoured in Berlin that Germany intends shortly to establish several colinies in the Pacific and New Guinea. j December 17. ■ Arrived, at Plymouth, the P. and O. steamship Cathay, from Melbourne, October 23. The Pall Mall Gazette to-day states that the cession to Germany of Delagoa Bay on the east coast of Africa is meditated. Inspection of London Bridge at low water revealed thirteen clockwork machines deposited on an abuttment, thus confirming the belief that the recent explosion was caused by dynamite.
