<, Special to " Star." [UEUTEE'S TELEGBAMS. I Londox, December 2. It is announced that the Right Hon. Sir E. Thornton has been appointed to succeed Lord IhifrVrin as British Minister at Stamboul. St B. D, B. Morier will succeed Sir Edward Thornton as Ambassador to the Eussian court. Tlic French troops have been repulsed by the Chinese at Keluug with a loss of twenty killed. Mr Leonard Courtenay, M.P. forLiskeard, and Financial Secretary to the Treasury, has resigned, owing to the fact that the Government bill for the redistribution of seal s does not provide for the representation of minorities. Ia the House of Lords to-day, Lord Nortkbrook, first Lord of the Admiralty, made his promised statement as to the measures which it was proposed to adopt with a view to increasing the strength and efficiency of the Imperial navy. His Lordship stated the Government were determined to maintain the naval supremacy of England. She now possessed 46 ironclads, while France the next naval power, had 31. ln view of the constant progress of naval science, the Government wished to increase the Nary gradually ; and, for the present, only intended to construct four new ironclads but a number of torpedo vessels would be built without dolav. The ship Berengaria, which left Melbourne for London on the 9th August, while proceeding to Sunderland struck ou a rock near Galloper light, on the coast of Essex, and sank shortly afterwards. He eurogised the action of the Boer raiders in Bechuanaland, and censured the policy of the Governor, Sir Hercules Robinson. The Premier's speech has caused great public indignation, and considerable excitement prevails throughout the colony.
