(PER UNITED PBESS ASSOCIATION.) Wellington, This Day. The various, alterations in connection with the Telegraph Department come into operation on and after to-morrow, October Ist. They are as follows: — All Telegraph Offices in the Colony will, from th.- 1 date, be open between 7 and Bin tie evening ; receipts for messages will be abolished and payment for telegrams is to be made by stamps, and it has also been decided not to close the offices for the half an hour during the day, as was at fir*t intended.
