At a meeting held in Wanganui on Monday evening last to consider the j Wanganui Harbor Rating Bill, as re- { ported in the Chronicle, Mr Duigan j stpd that he had taken charge of the resolution late that day, and was not 90 well prepared as he might have been i-lay the subject clearly before them, j .
