GENTLEMEN.— A number ofthe electors l>i' .'he Palmerston and Feilding district nave rou nested me to oner myself as a candiilate for the Electoral District of the Manawatu in the House of Representatives. After a month's consideration, during which time I have read the speeches of tho leaders of the present Government, and the Opposition, and finding thai, they havo no definite proposals to remedy the depressed condition of the colony, or a remedy to place the finances of New Zealand on a sound economical basis, I come forward with a policy, for I see they represent so many patients requiring medical assistance, which I propose to supply in place ofthe experimental one, which has so completely paralyzed the colony. Ist. I propose to re-organize the Public Works and to reduce .the expenditure. 2nd. To reduce the Education Vote by £100,000. 3rd. To foster the Volunteer Movement by increasing the capitation allowance £25,000. 4th. To return to the Original Land Lands of New Zealand, and reduce the price of land to deferred payment settlers, and thus establish them on the land instead of turning them off, as has been hitherto the policy of Mr Rolleston. sth. To nationalize 10,000,000 , acres of our best land (which is Public Property), to be leased in perpetuity, and to apply the funds to educa- , tion, hospit* is, asylums, charities, and other public purposes, including the payment of a portion of the inter- ' est on our loans. 6th. To reduce taxation, and to distribute the incidence of taxation more equaUy amongst the rateable proper- - ties of the colony. 7th. To encourage all Local Industries, and to reduce the Railway Tarifl to last year's charges on Timber and i Grain, and to put a stop to the misappropriation of public monies, f Bth. I propose to complete the rail- . way from Feilding to Aucklanc 1 through the Oroua Valley, by forming . a company under the Railway Con struction Act, and by which to make a profit without pledging the public l credit. 9th. lam not adverse to separating from the South Island, but would nol seek it without consulting our piiblie creditors, as I can show we wiU make - a profit by dissolving partnership ane i, get rid of the burden that has always handicapped the North Island. lpth.
