After a month's consideration, dm - in£ which time I have read the speeche 5 of the leaders of the present Goveri ment, and the Opposition, andfindin * that they have no definite proposals t » remedy the depressed condition of th ' colony, or a remedy to place the fir ances of New Zealand on a soun economical basis, I come forward witi ! a policy, for I see they represent s many patients requiring medical as sistance, which I propose to suppl; in place of the experimental one, whici has so completely paralyzed the co lony. Ist. I propose to re-organize th Public Works and to reduce the ex penditure. 2nd. To reduce the Education Vot< I by £100,000. Brd. To foster the Volunteer Move ment by increasing the capitation al lowance £25,000. I 4th. To return to the Original Lane Lands of New Zealand, and reduc< the price of land to deferred paymen: settlers, and thus establish them or the land instead of turning them off as has been hitherto the policy of Mi Eolleston. sth. To nationalize 10,000,00 C acres of our best land (which is Pub' lie Property"), to be leased in perpet uity, and to apply the funds to education, hospitals, asylums, charities, and other public purposes, including the payment of a portion of the interest on our loans. 6th. To reduce taxation, and to distribute the incidence of taxation more equally amongst the rateable properties of the colony. 7th. To encourage all Local Industries, and to reduce the Railway Tarif to laat year's charges on Timber and Grain, and to put a stop to the misappropriation of public monies. Bth. I propose to complete the railway from Feilding to Auckland through the Oroua Valley, by forming a company under the Eailway Construction Act ; and by which to make a profit without pledging the public credit. 9th. I am not adverse to separating from the South Island, but would not seek it without consulting our public creditors, as I can show we will make a profit by dissolving partnership and get rid of the burden' that has always handicapped the North Island. 10th. No federation; no free immigration. I propose to contest the seat against all comers, and to address the Electors of Feildmg in the TOWN HALL on SATUEDAY, JUNE 14th, 1884, at 7 p.m. I am, Gentlemen, Your Humble Servant, AMOS BUEE.
