Feilding Borough Council

A special sitting of the Council, in accordance with the Act, for the purpose "f signing the Burgess List, and hearing any objections thereto, was held on Thursday evening last. Present — Coun* cillors Wor.sfold, Goodbehrre, Richard* son, Loudon, Carthew, Thompson, and ; Fowles. In the Una voidable absPßi-e of the M«y.>r Cr Goodbehere presided. Tho Tow it Clerk, r**ad the clause, m the Muni* cipal Corporations Act relating to such special sittings as referred to, and as th*\ Mayor v-m required to be present, the special sitting was adjourned till the following evening. An ordinary meeting of the Council was then held, Cr Goodbehere in the I chair, and the above-named Councillors present. - ' . . . f The* minutes of the previous meeting: were rend and confirmed. A letter was read from Mr Butherford re Messrs Prior and Sandiland's charges for defending the action taken by the Council, and asking the Council to settle it. The bill of costs by Messrs Prior and Sandilands, amounting to £1 11s (yd, accompanied tue letter. The following report from the Library Committee was read ;— " Your Committee recommend 1 that the Reading Room be enlarged, to meet the requirements of the winter season, by having the partition moved into the Library three leet. The Committee having been applied to for permission to place the M Wesleyan," ' " War Cry," and the " Auckland . News" newspapers on the table, recommend that the request be acceded to. W. Cabthew, Chairman. . With reference to Mr Rutherford's letter Cr Thompson said that if his request wai acceeded to, other persons would be putting in similar claims, and suggested that nothing be done in the matter. Cr Worsfold thonghi the . dheumon on the matter should be adjourned till ft fuller meeting of the Council. Cr Loudon moved and Cr Goodbehere seoonded that the (Council pay the account of Messrs Prior and Sandilands against Mr Rutherford amounting to £1 11s 6d. In speaking to the motion Cr Loudoa thought Mr Rutherford had a right to his costs inasmuch as the Council withdrew the case. Cr Goodbehere thought Mr Rutherford was entitled to his costs, having been put to the expense of defence by the Council, who afterwards took no. further action in the matter. Cr Cartbew moved and Cr Rirhardwj . seconded, That the consideration of Mr Rutherford's letter stand over until the next ordinary Council meeting. Cr Xiondon spoke to the amendtnr nr, and contended that it was simply a> matter of right and wrong, and not s matter of the drainage in question. ~ Cr Carl hew thought differently, and urged an adjournment of the discussion* Cr Thompson thought the matter should first pa*s the Finance Coimniftee. Tho amendment was put and carried^ Crs London and Goodbehere only toting against it. •■.(■••>,•' The Library Committee's report wiw then discussed, and the general opinion . was that the partition dividing the Library and Reading Room would be better remorrd. It was then resol "ed on the motion of-, Cr Thompson, seconded by Cr Richardson; That the Library Committee's report be altered to read as follows :— " That the partition bo removed altogether,** and adopted. Resolved, on thf» motion of Gr Thong; son. That the Temperance Heralfl be granted a place on the Reading Room table. Ct Fowles moved, and Cr Carthew seconded. That tenders be called, for diverting the Kimbolton road drain. Cr Worsfold asked if there was any report from the Public Works Commit, tee^and was replied to by the chairman in the neuative. ; Cr Carthew did not see the object v of merely diverting the water without filling up the drain below the diversion. Tho motion was put, and on a division being called for, was negatived. ■ ?. Cr London moved, and Cr Fowles seconded. That plans and specifications be prepared by the Engineer and tendon called for filling in JDrnbolton drain and for the necessary works connected there* with. ■ '' ■"- In speaking to the motion Cr Loudon contended the proposed diversion was., valueless unless the drain was filled up. Cr F wles theught there wss no m*re necessary work than filling in of the drain. Cr Goodbehere supported the motion, and fully ngread with the opinions ex* ! pressed, by the mov»r and seconder. Cr Thompson opposed the motion, chiefly on financial grounds, and thought that other works were quite as important. Cr Worsfold spoke similarly to <> Thompson on the matter of expense, and thought there should be some idea given* as to the coat. 'V : Cr Carthew would support the propo* sit ion it the matter of at once oalling for tenders were deferred for the present. He spoke against the Council again calling for tenders for work, and perhaps after*, wards withdrawing all action in the ronMer, as he thought it very unfair to pnrtii-s tendering. Cr Thompson said he would withdraw his opposition if nothing was said about calling f»r tenders at once. • ftw further conversation Cr Loudon said he w«uld give a notice of motion on the subject, to be discussed at the next > ordinary meeting, which he accordingly did. - -'■"■*■?
