Feilding Borough Council

An ordinary meeting of the Council was held on Thursday evening last. The Mayor and Councillors Worsfold, ]<utherford, Thompson, Fowles, Higgin, Loudon, and Carthew were present. The minutes of the previous ordinary meeting were read and confirmed. The Engineer reported, in answer to the Mayor, that the result of his interview with M:- Rotheram re the proposed deviation -of the Kimbolton Road drain wa9 tnat the latter had no objection to the water being conducted into the drain already existiag along side the railway. The monthly report of the Finance Committee was read - — The committee recommended accounts amounting to a total ef£342 Us lid to be passed ior payment. The Mayor suggested that as last year the advertising re Assessment Courts was paid by the Government the account for that item should be handed to the Clerk of the R.M. Court. It was then resolved, That the report be adopted with the exception that the account from Messrs Kirton and Curtis for advertising notice of assessment be referred to the i.overnment for payment. The monthly report from the Poundkeeper was read and adopted. It showed the number of animals impounded to have been 28, the total amount received, £2 14s; and the amonnt to hand over to the Borough, £1 Bs. Tlie monthly report of the Inspector of Nuisances was read and received. The report stated that no nuisance at present existed oa the premises of Messrs Hutherford, Gichard, and J. C Thompson, on account of the dry weather, but that as soon as wet weather set in the matter would be as bad as before, both on these and other properties, but that the premises of the public generally were in a healthy state. A petition was read from Rev Father McManus, and a number of Catholics and also non-Catholics, praying that thai portion of Derhy Street leading front Kimbolton noad to the site of the new Catholic Church be formed and metalled. A petition signed by Air Muearlliur aud about 15 other residents calling attention to the open drain in Kimbolton road, and j>raj ing that .steps be taken to alMte the eWI complained of, was read. The petition pointed out the unsightiinoss of the drain, and the great inconvenience and positive daugerousness of the same. A letter from Mr Beaufort, Librarian, was read, requesting a slight increase in bis remuneration, and it was resolved that his request be acceded to. It was also resolved. That a Library Committee be appointed, lo consist of Crs Thompsoa, Carthew, and Fowles. A letter was lead from Mr Lewers re the water hole on the property occupied by him in Grey Street, suggesting that . the matter be referred to the owner of Pt the property, Mr S. J. Thompson. It was resolved on the motion of Cr Higgin, seconded by Cr Loudon, That the Town Clerk be instructed to advise Mr S. J. Thompson that he must take immediate steps to thoroughly remedy the nuisance existing on his property in Grey Street. A letter was read from Mrs Bradley, requesting the Council to form a footpath leading to her residence near the -railway line, and it was resolved, That the matter be referred to the Public Works Committee. It was resolved, That the Town Clerk be instructed to forward a copy of the resolution re taking over cemetery from (he present trustees to the Government. A cheque for L 5 was ordered to be drawn and placed to the credit of petty cash account. A letter was read from Mr Webster, Manager of the Bank of Australasia, calling attention to the Borough overdraft, the term for which expired on the 31st ultimo. The Mayor called attention to the state of the Borough finances, and thought it as well for the Council to know the position of affairs before opening and acccptiug any more tenders for works. Some conversation followed, in which Cr Thompson strongly objected to the Council uutting off wcrks they had fe already prepared plans and specifications and called tenders for. Cr .Loudon moved, and Cr Higgin seconded,. That the tenders for work in Manchester Street be not opened, as the loan account will not warrant it, but that the L4OO as per loan schedule be transferred from loan account to the ordinary account. Cr Thompson again urged that the works Jbe proceeded with. The Mayor said that it resolved itself into a matter of expediency as to whether the Council should go on paying interest on existing liabilities. The motion was then put and carried The Mayor said that the printed coj ies of the rules of the Library, and the list of books hod been neatly got up, and were now ready to be disposed of to the public at 3d per copy. The Town Clerk intimated to the Mayor that it would be necessary for the Council to meet between the 21 st and 30th instant with reference to the new rate roll, and it was resolved that the next meeting be held on Thursday, the 24th. The Council then adjourned.
