Feilding Borough Council

♦ An ordinary meeting of the Council was held in the Council Chamber on Than* day evening. Present— The Mayor and Crs Higgin, Goodbchere, London, Fowles, Richardson, Carthew, Worsfold, and Thompson. The Mayor announced that the sum of £1,800 had been paid into the bank to the credit of the Council, as the first instalment of the loan. The m>nutes of the previous ordinary meeting were read and confirmed. The report of the Finance Cummittee was read and adopted, including the passing of accounts to the amount' 'of £416 13s Bd. The following correspondence, was read:--Mr Webster, manager oi the Feilding branch of the Bank of Australasia;' adrising the receipt of £1800 from the Insurance Department in the matter of the Borough loan ; Mr Hill, Town Clerk,, giving a favorable report of his inspection of the Foresters' Hall preparatory to a licence for same being granted ; Kducation Department, a circular/ giving the number of Libraries that had applied for shares in the £6.<>o(/ subsidy, and stating that the amount due to Fei ding Library was £19 Is 10d,|for l which a cheque would be sent; Treasury Department, with particulars of rates due from the Crown to the amount of £10 2s 3d, and advice of payment of the same to the credit of the Council; B. Ward, Esq., K.M. to the Borough Assessor, Mr Hill, re the valuation roll prepared by thejatter and returning the same. The letter said, "Considering the difficulties with which you had to contend, I think you have made a very, fair and satisfactory valuation. I therefore venture to do myself the honor of complimenting you on the manner in which you have prepared a most difficult and important work" ; Mr Cummings re the metalling of 5 chains of road, near his property in accordance witn promise . Messrs Fearon and Norman re part paymeat for North street contract and' stating if the weather held fine they would be finished in about a week ; Mr James Morris, offering to collect licensing fees from performing companies at the Town Hall at such remuneration as the Council might fix ; Mr Rutherford, stating that no nuisance existed oa his property in Manchester street, as if it did he would ' : take the earliest opportunity to have it removed, and asking the Council toinfornV him what the allete I nuisance was • Clyde Town Board, reqm sting to be informed as to the means used in Feiiding for keeping stray cattle off the streets.: ' .- ' : The report of the Inspector of Nuis- , ances was read. It stated that there was a large water hole on Mr S. J* Thompson's property in Grey street, which was at present offensive. ■ The monthly report of the Borough Poundkeeper was presented. The report showed the number of animals impounded during the month to have been 12; the amount received by the Ponndkeepcr24*; and the amount to hand over to the Council 12s. Tiie following report of the Cemetery Committee was read r — Your Committee have to report that they are of the opinion the Council should relieve the present Trustees of the Cfme--1 (cry of their trust, and that the manageI nient should for the future be in the hands of the Council. ; • Your Committee would suggest that the present Trustees be requested to tale the necessary steps for making such transfer* and upon the completion of which to hand over to your Council any funds that may be in their possession. KEFORT OF PUBLIC WOBfST COMlnTfßfcr* The following report of the Pnblte Works Committee was read : Your Committee have to report with reference to the application of the propertyholders in Marlborough street, that th«gjr cannot recommend the formation and metalling of the street as requested, but think that the requirements' of the case would for the present be met by the erection ot a bridge over the Macinb in Marborough street, and the construction of that portion of Grey street,- between Derby and Denbigh streets. With thif in riew the Committee reccommend that the Engineer be instructed to furnish separate estimates for these works' by the next meeting of the Counei 1. ■ • i. With regard to the flood water ih' West street, complained of by Mr Hammond, your Committee recommend that the roadman be instructed to clear. thV. drain on the upper side of the street,* so as to remedy the evil. ; J. The report, together with the letter from Mr Wallace and other* in Marlborough street presented at the last meeting re the formation and metalling of the said street, were then considered.. Cr Thompson admitted the desirableness of something being done, and expressed his willingness to do his share in the matter, but said his neighbors would not acknowledge th=it any nuisance on the r properties existed. CrLoudon moved, and Cr WorsfoM seconded, That the Inspector of Nuisances inspect and report to the Council what nuisance, if any, exists on section No. 233 in Manchester street.— Carried. Cr Goodbehere moved, and Cr Higgin seconded, That with reference to the report of the Inspector of Nuisances respecting tlie premises in Grey street in the occupation of Mr Lewers, the occupier be directed by notice, under the hand of the Mayor, in pursuance of section 236 of the Municipal Corporations Act, 1876, within 14 days from receipt of such notice, to abate the nuisance complained of.— Carried. Resolved, That the Town Clerk be instructed to find out from the Registrar's offices the names of the owners of certain Borough sections under the heading of " owner " in the Borough rate book, for rate purposes. The following tenders for metalling Churcber street were then opened ;— Younger and Laing, £'3 2s per chain ; Camming, £IU 7s 6d; J. Belfit, £147 ; T. Smith, £126 . Hennett and Co., £108 10s. The tender of Hennett and Co. was accepted. t r Fowles proposed, in accordance with m notice of motion, That separate tenders be called for the formation and metalling of Railway Line road from Russel street to Eyre street. Seconded by Cr Worsfold and carried. The following motion, of which notice given by Cr London at the last meetjng, was then discussel:— That the Engineer prepare plans and specifications for formation and metalling of Manchester street, full width, less width of foot paths, as per schedule, and that he report as to the practicability of diverting the water running in the Kimbolton road drain, and filling up same with the view of forming and metalling EimboUon road full width, less width of footpaths, as per schedule. -Cr lioudon gave an estimate as to the probable cost of the work, and strongly urged the great desirableness of its being done, especially the matter of the drain, which he said was not only positively dangerous, but, from the stagnant water which accumulated in it, was a great riui saner, especially in warm wenther. .Cr HiggiH supported the motion, and said accidents had already occurred and were still likely to occur trom the drain, aad urged that the work should be curried ou at once. Cr Goodbehere also spoke in faror of the motion, which, after being seconded by Cr Higgin, was carried. The Council then adjourned till Thursday, the 20th instant
