Keceiyed January 10, 1 a.m. London, January 6. John, Herd, and Portner, af Liverpool, traders ia corn on a large scale, became insolvent, and have been arrested on charges of fraudulent dealing. Cardinal Manning, Archbishop of Westminster, is suffering from indisposition. Salvage operations are being actively pursued on board the stranded steamer I 'uke of Westminster. The vessel has not jet been floated. Hong Kong, January 10. A force of 3000 Chinese troops are about to be despatched to Hainan as a corps of defence for that island against a possible attack by the French naval forces new stationed on the coast of Tonqum.
