A large number of persons are believed to be implicated in the conspiracy, and thirty suspected persons were to-day arrested on charges of being concerned in the projected outrage. Paris, November 28. A disastrous fire occurred at Roubaix, in the north of this country. Two large factories were totally destroyed during the conflagration. In view of the possible failure of the negotiations which are now proceeding to bring about an amicable settlement of the Tonquin difficulty, active preparations are being made for the immediate despatch of reinforcements to the French army in Anam. A force of 6,000 troops is now lie*d in readiness to start for the East if it should be deemed necessary to send them.
