' •■ ' — : — -#. -.{...._ The annual meetirigpf the Council took -place at the County Council office yesterday. Presenters Macarthur (chairman), . Sly, Skerman, Mcßeth, Douglas, Walker, and. Bailey. The minutes of the previous ordinary meeting were read and confirmed. The first business being to elect a chairman, it was proposed by Cr Sly, seconded by Cr Skerman, ThatCr Macarthur be elected to that office.— Carried 1 "unanimously. Cr Bailey asked as to the progress of ihe petitions for the abolition of the Counties Act withia the County. •Mr Bray said that the petitions had .not been signed so readily as was ex•pected, and that there was a large amount •pf indifference manifested by the ratepayers in the matter. Some conversation ensued between Mr .Bray and the Council as to his duties^ and proposed remuneration for obtaining -signatures to the petitions, on which matter there appeared to have been some misunderstanding, Mr Bray expecting that the Councillors would have assisted lum in the matter, and they on the other : hand, having refrained from doing anything, as they bad regarded it as "being entirely in Mr Bray's hands. The geaeral fee-tag was that Mr Bray had done his heat, and had got all the signatures he eould consistently with his other duties, and that the utmost exertions would have to be used in order to obtain the signatures of three-fifths of the ratepayers as requited by the Act. • The following correspondence was then read j— i ' From diairman Manawatu County, re ' resolution on Government grants; chairman Halcombe Town Board, re payment! of cheque for works; C- Bray, re Kaka- 1 tiki read; E. Hoc, re - Sanger Taonui Riding ; Secretary Wan- ( ganui Hospital, enclosing resolution re staff expenses ; chairman Manawatu County, re interest of ridings accounts ; G. S. Rumble, applying for slaughtering license;- Maaawatu Road Board, to Ranger; J. Anderson and others, re reduction of rates ; F. Maule. applying for Rangership; several persons re alteration in iesseeship of Lower Gorge Ferry. j A number of communications to the j Clerk from ratepayers respecting changes ef names, and amounts of rates on the toll were alse presented. Resolved, on the motion of Cr Douglas, seconded by Cr Sly, That the sum of £70 voted by Manawatu County Council as subsidy to Halcombe Local Board for street imoro-ements be paid by this Council on completion of works to satis- j faction of County Engineer. On the motion of Cr Walker, seconded by Cr Sly, the application of Mr Rumble j for slaughtering license, at Ashurst, was granted nnder tke usual conditions. Some conversation was held on the subject of the Wanganui Hospital charges, after whieh it was decided to -leave the matter in the hands of the chairman. . With reference to the application of P. Cavanagh for power to protect his con** traet on the Fitzherbert road from traffic was granted, subject to his providing a collateral road, subject to the approval of the engineer. A long discussion was held on the matter of the proposed alteration of tbe lesseeship of the Lower Gorge ferry, contained in a petition from Messrs Harvey — gad Falloon, the present joint lessees. The petition prayed the Council to transfer the lease to Mr Falloon alone. The following tenders for works were opened i— ' Mackay's Line—Nathan and McCarty, £_10; Williams and>Foley, £391 Us 7d; J. Aitken, £346 lis ; Diamond and Wilson, £288 15s. Halcombe road — Mannagh and McDer* mot, L359 8s ; J. Aitken, L3S9 10s 6d ; J.Heaphey and Co., L4lO 17s. . The tender of Diamond and Wilson for - ( Mackay's line, and of Mannagh and Mc- •*• Dermot for Halcombe road was accepted. Mr Falloon waited oa the Council, and "'"" consented to a transfer of the lease to himself, subject to certain conditions | which were read but to him, and which it was subsequently resolved should be j .embodied in his lease. Several requests for alterations on the d County rate roll were agreed to. The resolution i passed at last meeting, re Roads and Bridges Construc.ion Act *'■ '-**_ rescinded. Councillors Macarthur and Bailey were authorised to sign and seal allConnty contracts. Accounts amounting to a total of L977 ,^9f3d..were passed for payment. '"' ' powered to sign cheques.
