Beceived November 3. 1.5 a.m. London, November 1. It is announced that the Queensland Government has arranged with the Bank of England for conversion into inscribed stock of £2,500,000 of 4 per cent, debentures issued ia May last. Telegrams to hand from Zanzibar state that the Hovas are evincing a' desire to come te terms with the French, and recently offered to treat for cessation of hostilities. The offer was accepted by Admiral Galliber, and pegotiations are now proceeding.
