Feilding Borough Council.
» An ordinary meeting of the Council "was held in the Council Chamber on Thursday evening. Present: The Mayor and Councillors Goodbehere, hutherford, Fowles. and Loudon. The minutes of the previous ordinary meeting, and of the special meeting held ■on Monday were read and confirmed. A circular was read from Mr Burrett, Wellington, soliciting an order for the bound statutes of the colony for 1883. The following- report of the Finance Committee was read, and on the motion ■of Cr Fowles, seconded by Cr Worsfold TTAB adopted : " Your Committee have to report that. in accordance with tbe instructions of the Council, they have indented for a fresh supply of books for tbe Library, and expect them to arrive in about four weeks from date. Arrangements have also been made for opening the Free Reading Room on and after Saturday next. Accouuts to the amount of £118 7s 7d, m accordance with the accompanying schedule, are submitted to the Council as corrrect and recommended for payment:— Town Clerk, salary, £8 16s ; Librarian office-keeper, Ac, salary, L 2 lis od ; Ranger, &c, salary and commission, L 3 3d; Maintenance man, wages, L 8 13s 3d ; timber, L 6 4d ; carting metal, L 7 4s ; contract deposit returned, L 3 ; advertising, Llo 17sj hospital charges, Ll3 6s 4d ; lithographing debentures, L 10; Manchester Road Board, moiety cost of Cemetery Road, X4O. H- L. Sheewill, Chairman of Committee. A report from the Town Clerk of the patients sent from the Borough to the Wanganui hospital during the past two years was presented. A report trom the Borough poundkeeper of the number of poundages of animals in the Borough pound for the past month, aHd the f«es received was also presentedWith reference to the copy of tiie statutes, it was resolved, on the motion of Cr Goodbehere, seconded by Cr Xoudon, That Mr Carthew be instructed to supply them hound in half calf. The Mayor stated that he had arranged for the Chairman of the Oroua County Council and himself to attend the next meeting of the committee of the Wanganui Hospital with a view to endeavmr to obtain a reduction of the subsidy io the hospital funds from the Borough. The following tenders for works as advertised were then opened : —Forming Campbell street and portions of East and Derby streets— T. Smith, £116 12s 6i; J. Aitken, £118 16s; R, Cornish, i £129 lOs. Forming Fergusson and Warwick streets, from Kimbolton road to Manchester street, 17 chains — E Jackman, £19 10s; R. Bowler, £25; T. Smith, £20 14s ; Hagget and Co., £25. It was resolved, That the tender of Mr Jackman for Fergusson and Waririck streets be accepted. The tender of Mr T. Smith for the -works in East, Derby, and Campbell streets was accepted. J Cr Fowles proposed, and Cr Thompson seconded, That tenders be called for the i formation of North street from the railway line to Kimbolton road. — Carried. i Cr Worsfold proposed, and Cr Goodbehere seconded, That tenders be called ; for the formation along the railway line from North street to Mr Port's house. The engineer said the plans were not yet ready. j The motion having heen amended to , read "as soon as the plans and specifications are ready" was carried. In the absence of Cr Sherwill, who had given a notice of motion that the Town Clerk's salary be raised to £150. Cr Goodbehere brought forward the motion. Or Worsfold said he would like to see the loan floated before any propositions • -were brought forward for increasing the liabilities of the Council. He thought the meeting held on Monday morning was for the special purpose of raising tlie loan, and he wondered why nothing liad yet been done. He would have liked to sec a more definite report as to whether the money was likely to be advanced from the E. and C. A. Corporation. Cr Rutherford said that every possible dispatch ha been used in the matter, and no one was to blame that the money had not been raised. Cr Loudon thought that some more definite information from the deputation appointed to attend to the matter ought to have been forthcoming. After further discussion Cr Goodbehere proposed, on behalf of Cr Sherwill, That the Town Clerk's salary be raised from £100 to £150 per aunum. This was seconded hy Cr Thompson, pro forma. Cr London spoke of the very able and efficient manner in which Mr Hill had discharged his various duties, but thought the Council must work within its means. He would like to see the salary of the Town t lerk raised, hut thought he ought not to have to discharge t>>e duty of Inspector of Nuisances. He then moved, as an amendment, That the Town Clerk's •alary be raised to £125, and that applications be invited for the office of Inspector of Nuisances at £25 per annum, wh ose duty it shall be to furnish a monthly report to the Council. The Mayor would like to see the Town Clerk get the £150, and an Inspector - to be appointed also at £25 if it could be ■-•' done, j The Palmerston Town < lerk got Jg2oo, without baring, to discharge sec<>ndary duties, and the Wanganui Town X : ' Clerk got £350, with assistance.
