The Times to-day publishes a telegram from 1 1 ong Kong, stating that the French commander has informed the Chinese Government that he will blockade the ports of Paklioi * "anton unless the Chinese troops now on the Tonquin frontier are at once withdrawn. The Marquis Tseng, Ch'nese Ambassador at Paris, has been requested by the French Government to explain the entry of Chinese troops into Tonquiu. In the event of the answer proving unsatisfactory, they will be expelled. China will ask England to mediate in the matter. The Chinese press show a warlike attitude, and urge that the operations and advances of the French must be checked. Chinese seamen serving on board French vessels are deserting in large numbers. The Pall Mall Gazette says that if France seizes the New Hebrides, Mr Gladstone will find it difficult to resist the pressure of the Australasian colonies for a wider annexation than any yet contemplated. Severe storms have been experienced at Newfoundland, and it is feared that a large number of lives and a considerable amount of property has been lost, as 30 vessels are reported as missing. Marquis Beng, Chinese Ambassador accredited to the English, French, and Russian Governments, is now in this cit}', and has commenced negotiations for the solution of the Franco-Chinese difficulty. Vienna, September 6. The disorder and disaffection of the inhabitants of Croatia continues to increase daily, and open revolt is rapidly developing. Reinforcements for the garrisons of the province have been despatched with a view of checking any attempt at insurrection. Berlin, September 6 Herr De Brandt, the Imperial German Envoy to China, will return from Pekin at an early date.
