With reference to the matter of the letter from the Postal aid Telegraph Department some conversation ensued, after which, it; was Sesolved, on the motion Cr Goodbehere, seconded by CrSherwill, That the Mayor be requested to express to the Secretary of the Department the regret of: the council that the Department is ifc unable to grant their request, .and at the same time to solicit the establishment of a -Postal Pillar Box ia some convenient situation in the town. iJr Loudon moved, That the sum of £30 be temporarily transferred from the ordinary revenue of the Borough to the Library account. It was then resolved, on the motion of Cr Loudon, seconded by Cr Sherwill, That the sum of £30 be transferred from the •"•"ordinary account" to the Library, as a loan,, for the purpose of obtaining a supply of book, for the Library. It was also resolved, on the motion of Cr Sherwill, seconded by Cr Loudon, Tliat the Finance Committee be authcriHed to select and order books for the Library to the extent of £30. The Mayor proposed, and Cr Butherford seconded, That the engineer prepare plans and specifications for those poitions of North, Campbell, East, Warwick and Derby streets shown ou the Public Works Coaimit.tee's report. After some discussion this was carried. Cr Worsfold's notice of motion re the fencing of the sections on North, South, East and West streets, which notice of motion we have already published, was then brought forward, and Gr Wort-fold proposed the motion, which wa3 seconded by Cr Thompson. After a short discussion it was put to the Council and carried. Cr Rutherford asked the Town Clerk whether any license fees hnd been collected from travelling theatrical companies, .in accordance with the bye-law on the matter. Mr Hill replied that the only company thatihad paid, for a licens*** was the one thea holding forth in the Town Hall. He had, however, published and circulated printed notices to such companies re the necessary, license which he hoped would have the desired effect hr future. The Council then adjourned till Thursday, 30th instant, when a special meeting •will take place to confirm the resolution for striking the loan rate, to be followed by the ordinary, meeting of the I 'ouncil. FIANCE COHMITTIiE REPORT. The Committ-ft. have, in. accordance with the resolution., passed by the Counil, considered the question, of rent of room at present occupied by tbs. Library and also the advisableness of obtaining a fresh supply of books, and beg to make the following recommendations : — 1. That Mr Hill having offered the use of two rooms adjoining the Council Chamber with a separate entrance from the street at a rental of 8s per week, the offer be accepted. 2. That the front room be used as a Library fOr books, and that the 'back room, having a fire-place, be , used as a reading room. , 3. That the reading room be opened daily (Sundays excepted) from 10 a.m. till 10 p.m. _. That the present arrangement for the issue of books be continued, that ia to say, that the books be issued on Tuesdays, Thursdays and Saturdays, from 10 * m. lo 4 p.m., and on Saturday evenings from' 7* to 8 o'clock. . 5. That Mr ' Beaufort ' continue tb act as Librarian as at present, if he is willing to do so for the same remuneration. 6. That the Town Clerk be authorised to ineur the necessary expenditure in providing table, book-ease, &c. 7. That the following periodicals and books be obtained: — English Punch, Illustrated London News, Australasian, Saturday Review, Lancet, Fublic Opinion, Nineteenth Century, Blackwood*. Magazine, Edinburgh Review, Spectator, The Law Magazine. 8. That arrangement, be made for obtaining, freif of charge, such Colonial newspapers as would prove most suitable for the reading room. — R. Letter from the General Po»t Office: — " Post Office and Telegraph Department. " Wellington, August 20, 1883. «• Sir, — I have the honour to acknowledge receipt of your letter of. the 4th instant, forwarding the request of 'your Council for a'postal . delivery by letter carrier in Feilding. In reply I regret te to have to inform you that the department it unable to accede io the request at present. It would not answer to act oa the suggestion you make, whereby the present messenger would deliver letters in addition to the preient telegrams, as it would bo impossible for him to deliver both without seriously delaying telegrams ; and the business requirements of Feilding do not, I find, yet warrant the appointment of a separate letter carrier.— l am, Ac, "W.
