At that meeting will he decided the question as to whether the Counties Ace, 1866. shall be suspended, aud the business of the County carried on by the Road Boards and Town Boards. It is generally believed that a majority of the newly elected Councillors are in favor of the former course ; but this opinion may or may not be found correct at the meeting.';* It is general'y conceded that the unsnti.Xtotorv working of the Manawatu County in connection with the Northern Rulings, led to the separation of the Oroua County from the Manawatu. and that the promoters of the. advocated working entirely under the Road Hoards Ac. As th work ot the Boards has given <>-reat satisfaction to a large majority of the ratepayers, it is to 1 c presumed that tbe suspending of the Counties Act would be received wHi general approbation by them. Part of tbe business to be transacted on Saturday will be arranging for an adjustment of accounts with the Manawatu County. As it is more than probable that some obstruction may be met with, great caution^must be exercised; and, keeping this in view, the appointment of a Chairman will be of considerable importance. As the member for Ashurst Riding, Mr Macarthur, is thoroughly well posted up in the working of the Counties and Road Board Acts, besides having the benefit of his past experience as Chairman ot the Manawatu County Council, he seems to be the best man for the appointment. If it is agreed to suspend the Counties Act it will be proclaimed how the property of the County, and uncollected rates belonging to the County, shall be distributed among the various Road Boards and Town Boards in tbe County, and how the liabilities of the County shall be discharged by the Road Boards and Town Boards. As soon as the proclamation is issued, then the Road Boards and '! own Boards may perform all the functions and exercise all the powers vested in tbe County Council. The Councillors wiil then cease to hold office as such, and the Chairmen of the Road Boards and Town Boards within the County, shall be Councillors, and if tbeir number is six, or more than six, shall form the Council of the County. If there are less tban six Boad and Town Boards a deficiency of councillors may be made up by the members of the Boards electing members, each Board to ex<rcise one vote for each vacancy.
