Special to " Star." DEATH OF TOM THUMB. AFFAIRS AT MADAGASCAR. SUEZ CANAL SCHEME. HOME MARKETS. beuteh's telegrams. London, July 16. The death is announced of General Tom Thumb (Charles Warren). The Sultan claims the right to be consulted in connection with the construction of the second canal. Baron de Lesseps states that if England declines to proceed with the construction, he will carry out the work himself. Baron de Lesseps threatens that unless some decision is come to with respect to the second canal across the Isthmus of Suez, he will appeal to the French to resist further concessions. Mr Childers, Chancellor of the Exchequer, will resign if the agreement is rejected. Tamatave has been proclaimed a Fsench town, and the various Consuls resident there have been forbidden to hoist the flag of the country they represent. The captain of H.M.S, Dryad, becoming irritated at the conduct of the French Admiral, is Bending a body of marines ashore to guard the Consulate, and boats to assist the fugitives. The Governor of Mauritius is also sending a steamer to Tamatave to bring away any fugitires that may care to leave. Henry M. Stanley, the explorer, has concluded an alliance with the natives in the Congo country, and has succeeded in checkmating M. de Brazza, the French explorer, who is also on an expedition in that country. A general strike among the telegraph operators in America is impending, and serious inconvenience with telegraphic communication is feared. The election of a member for Wexford took place on Tuesday, and resulted in the return of William Redmond by a lar&e majority over O'Connor Don. The election was keenly contested.
