Manawatu County Council.

The ordinary monthly meeting of the Council was held in the Council Chambers, Foxton, on Tuesday, at 10 a.m. Present — Crs Rockstrow (Chairman), McBeth, Hadfield, Bruce, Linton, Gray, Fry, Sanson and McLennan. The minutes of the previous ordinary meeting, and of the special meeting held on the same date, were read and confirmed. The following correspondence was then read:— H. L. Sherwill re polls taken ; J. Hillary re Foxton punt ; Sandon-Carnarvon Highway Board, copy of resolution; C. Bray re stoppage of traffic over Awahuri Bridge : Post Office Department re nondelivery of telegrams ; Kirkbride, telegrams re leave to insert advertisements ; Under-Secretary Public Works, requiring information of polling, &c.; M. K. Samuels, accepting office of poundkeeper Awahuri, and query re Natives at Poratawhao; Native terry at Otaki for salary; Colonial Secretary, acknowledgement of resolution re separation ; Regis-trar-General's Office reply to letter of 7th ult; F. Costall, enclosing account for advertisement, G. W. Russell, sent to wrong paper ; Post Office Department, enclosing complaint of mail coach delayed at Gorge ; Public Work Office for list in form of schedule attached; Public Works Minister cannot comply gazetting road Kiwitea ; Public Works Minister, granting certificate to Sandon and Carnarvon Tramway ; Public Works Minister, acknowledging receipt of application for £3560 7s ; S. Howan and others re stoppage of drains ; F. Bennet re survey of 10 miles Foxton-Otaki Road; Colonial Treasurer re alteration in debentures ; Native Department re collector of dog tax at Horowhanui ; Colonial Secretary, special order gazetted Foxton Highway Board merged ; Charles Bray, to Chairman re Lower Gorge punt ; Wanganui Borough Council, copy of resolution ; Property Tax Commissioner, re valuation lists (two telegrams and a letter); A. Falloon two letters ; Rangitikei County Council re tramway "from Sanson to Bulls; Rangitikei County Council re moiety for Scott's ferry ; Native letter and translation fram Henui Kipa ; Wanganui Constabulary Office, claim for £1 ; declaration and letter from Geo.

Williams ; Town Clerk, Feilding, re C. Patterson, hospital patient; C. H. Hankins re Bray's bond. Resolved, on the motion of Cr Rockstrow, seconded by Cr Fry, That the Chairman and Cr Bruce be requested to inspect Lower Gorge Ferry and report thereon. Resolved, on the motion of Cr Sanson, seconded by Cr McLennan, That John Johnston be appointed poundkeeper at Sanson, in place of Walter Jago resigned, appointment to date from to-day, the Clerk to have same gazetted. Resolved, on the motion of Cr Sanson, seconded by Cr McLennan, That a special order be made in terms of Counties Act, 1876, and Amendment thereto, 1882, to take the district road on the southern boundary of the township of Sanson, commencing at the Foxton-Sanson main road, thence as a county road under the Public Works Act, 1882. Resolved, on the motion of Cr Bruce, seconded by Cr Linton, That the engineer for the northern ridings be instructed to take the necessary levels, and prepare plans and specifications for the remaining portion of the Fitzherbert south main road in accordance with the Roads and Bridges Construction Act, and the same to be forwarded by the Chairman to the Government before the 30th June. Resolved on the motion of Cr Hadfield, seconded by Cr Linton, That in reference to the resolution passed re works on the main road south of Otaki, tenders be in by next meeting of the Council and that the specifications for tbe work shall include any necessary cutting and metalling required to complete the road to the Otaki River. Resolved, on the motion of Cr Fry, seconded by Cr Sanson, That in future ail instructions to the engineer to prepare plans or specifications for roads or other works under the Roads and Bridges Construction Act, must be direct from the Council through either the Chairman or the Clerk. Resolved, on the motion of Cr Bruce, seconded by Cr McLennan, That Mr Bray be instructed to take the necessary levels, &c, for the road line from Jackeytown station to the Oroua bridge, the same to be forwarded in company with the plans for that portion of the road between Palmerston and Jackeytown, before the 30th June. Resolved, on the motion of Cr Linton, seconded by Cr Fry, That the Chairman be requested to apply for the construction of the Bunnythorpe, Ashurst, and Pohangina roads under section 18 of the Roads and Bridges Construction Act. Resolved, on the motion of Cr Gray, seconded by Cr Rockstrow, that in accordance with clauses 32 and 33, Counties Act, amendment 82, and the power vested in them by by clause 44 of the Land Act that the late district known as Foxton Highway district be proclaimed a separate district, on which a separate rate shall be levied Resolved, on the motion of Cr Gray, seconded by Cr Rockstrow, That the passing of the resolution adopting byelaw No 4— " The owner of any pig or goat found running at large shall be deemed guilty of an offence, and shall upon conviction forfeit and pay any sum not exceeding £2, and not less than 10s for every pig or goat so found running at large, to be recoverable in the manner provided by the 208th clauee of Counties Act, 1876 " — be now confirmed, and that the Chairman forward certificate of the same. Resolved, on the motion of Cr Sanson, seconded by Cr Fry, That the Chairman be authorised to engage an assistant Clerk to the Council, salary to be at the rate of £100 per annum, the engagement to be by the month, and also to employ clerical assistance to prepare the ratebook for the County. Resolved, on the motion of Cr Fry, seconded by Cr McLennan, That a special meeting of the Council be convened for June 21st, at noon, for striking a County rate. A number of accounts to the total amount of upwards of £500 were passed for payment. The Council then adjourned.
