In the course of the debate Karl Carnarvon and Earl Northbrook expressed their admiration for the great activity displayed by the Australian Colonies in endeavoring to extend the limits of Her Majesty's possession. Earl Roseberry will be offered a seat in the Privy Council as Minister for Scotland.
