Runaway Horses.
1 - 1 ; ; ■ — «_: — : :• — -•■ J • ■ ■' BrE-LXw- N0... _o^f ;the Borough of Feilding, is to this effect :—" Any' driver of any horse or vehicle injuring any person or property whatever by negligence, or by driving l oin. the wrong side of the road, or by being away from his horse or battle so-astb' be unable to have control over them, shall be liable to, pains, and penalties." We wisli^ particularly to ".direct the attention of the " powers that, be ■"'■ to the frequent cases of; failure to fulfil the conditions of .thjs. .bye law that are observable day , after, day in our streets. We do.nqt specially refer to that part relating to negligent-driving or taking
the wrong side of the road ; we allude to i the constant practice of drivers of drays and other vehicles of leaving their teams unattended. Times out of number we have witnessed this, and have observed in many cases that when a horse or team of horses are left to to their own devices, they start "on the home trip" without waiting for the commands of their driver. Wlien this happens, sometimes a goodnatured by-stander will turn the horses in an opposite direction to the way they want to go, and leaves them standing, knowing that the chances are they will not then move until properly directed. But there are exceptions to this rule, and a " goodnatured by-stander" is not always available, so there is a bolt and general excitement for a few minutes. Fortunately in all the occurrences of this kind ifc has been otir duty to chronicle, there has been , nothing serious of any kind, but we canj nofc expect always to escape so well. We therefore consider that persons leaving drays, &c, without any proper person in charge, or at least the wheels locked or chained, should be proceeded against to "encourage the others," and teach themthat there are such things in existence, (although not in active force) as the Feilding Borough Bye-laws.
