MANAWATU COUNTY COUNCIL

The ordinary monthly meeting of the County Council was held on Tuesday, at Foxton. Present — Crs Rockstrow (chair* man), Gray, McLeunan, Fry, Mcßeth, Linton, Sanson, and Bruce. The minutes of the last meeting were __ad and confirmed. Letter from Mr Haultain re salary allowance, clerk licensing committees; from Mr A. D. Thompson re salary allowance, clerk licensing committees ; trom Mr J. H Hankins, forwarding his account; (acknowledgement by Public Works office re application for roads to be gazetted ; from Public Works office re alteration of M ackay's road and track ; from Property Tax Department— List will be furnished after Court of- Reviewers ; Manawatu Road expresses annoyance at gross carelessness of council ; Manchester Road Board requires a certificate ; from Manchester Road Board re gazetting certain roads ; telegram from Mr MaCarthur re bridge at Gorge ■; from Mr W. H. Lash, to rate collector, re his rates ; from Manchester Road Board, requesting to have a bridge erected; from Public Works office, re gazetting main roads : from chairman -Manchester Road Boaid, re Gravel-pit _oad ; from editor Manawatu Times, re advertising; from chairman Halcombe Town Board, re grant. Re' application for grant from Hab■combe 1 own Board. The Chairman read a schedule of works, attached to the application, which it was the intention of the Town Board to carry ■out, if they got the promise of a subsidy from the County Council. Proposed .by Cr Linton, seconded by Or Fry, That the application of the Hal•coinbe Town : Board ; re grant for roads, etc., be granted to the extent of £70 when thq council's engineer has given his cer■ti_cate of approval of the works completed. — Carried. Re letter: from .Manawatu Road Board, ■accusing the Council of carelessness. The .Chairman said he did not think that the Road Board had any right to .end such a letter, and he at first thought to return the letter, but deemed it best to bring .he matter before the counci' . Proposed by the Chairman, seconded by Cr Sanson, That this council does not recognise the right of the Manawatu Road Board to censure any action of this 'council or its executive, in any matter to this council, and that the <clerk be instructed to return the letter •containing a censure oii this council to the chairman of the Manawatu Road 33oard.' — Carried Re applicaton of licensing clerks for -alary, it was Proposed by Cf Fry, seconded by Cr -"Sanson, That this council cannot accede to the. request of the clerks of the licensing committees, as to being allowed more than actual travelling expenses. — Carried, v Proposed by Cr Liaton, seconded by Cr Bruce, Jhafc the action of the chairman, in applying for the gazettiag of •certain roads in the Manchester Block, at the request of Crs Linton and Fry, be confirmed. Proposed by the Chairman, seconded by Cr Mcßeth, That the action of the chairman in having the Foxton-Moutoa toad gazetted a main road be confirmed. Se, . the .correspondence between Mr Bussell, 'of the Manawatu 'limes, and i the council, held over for consideration at i this meeting. Proposed by Cr Sanson, seconded by Cr Fry, That in the opinion of this council it is unnecessary lo advertise in both newspapers published in Palmerston North, and that future advertisements be inserted in the Manawatu Herald, Rangilikel Advocate, Manawatu Standard, and the Feilding Star, except those referring to local matters, which may be published in one paper only. - Proposed by Cr Bruce, seconded by Cr. Linton, That in justice to the rate* payers in the Taonui riding, it is necessary that local advertisements be inserted in both Palmerston newspapers. The Chairman, before putting the amendment, said the Times had from time to time misrepresented the council. The voting for the amendment was — Ayes, CouncUlors Linton and Bruce; noes, Crs Gray, Mcße-li, Fry, Sanson, end Rockstrow. Cr McLennan abstained from voting, as he said people might say he was interested. Mr Williamson attended the council ac.a : 4 e P Q fati° n from Kiwitea settlers, and read requisitions which had been sent to Mr Stevens, M.H.R., and to the Government, asking that the. proposed road through the Kiwitea should run-through the .Waituna Block. Cr Mcßeth presented a petition from 62 settlers in the Kiwitea district, praying that the main road as scheduled be adhered to. The petition was received on the motion of Cr Sanson. Proposed by Cr Mcßeth, seconded by Cr'' Sanson* That the road known as Mackay's-line in the Kiwitea riding, and scheduled as a m_in road, be adhered to, in accordance with the prayer of settlers in that district.— Gamed. Proposed by Cr Fry, seconded by Cr McLennan, That this council request the chairman to apply to the Government to "have, the road from l unningham's corner through the Waituna and Otamakapua' Blocks, about 15 miles, gazetted as a main road. — Carried. Several resolutions, defining the districts to be rated under the Roads and Bridges Construction Act, for works proposed to be carried out in those districts, were then passed, and ordered to be.duly advertised. Several accounts were passed, and the council adjourned till the first Tuesday in. May.
