MANAWATU COUNTY COUNCIL.

A special meeting of the County Coun--cil was held on Monday, at Foxton. Present — Crs Rockstrow (Chairman). Bruce, Sanson, Gray, M'Lennan, Fry, R. Linton, and McBeth. The Chairman read the resolution in accordance with which the meeting was called. A letter was read from the Government re the Counties application under the Roads and Bridges Construction Act, stating that three-eights of the amount applied for would be available on the receipt of a certificate from the District Engineer that works to the extent of the fourth of the money found by the Council had been executed, and that progress payments would be made as the works advanced. A similar letter was also read re the application for the Sandon-Carnarvon tramway. With reference to these letters the Chairman said the Government appeared to regard the applications of the Council as being made under clause 18,| whereas they had been made under clauses 9, 10, and 11. The letters implied that the Council were prepared to find one-fourth of the money required to be expended. He further remarked that, if the Councillors were prepared to find this one-fourth the money from the Go vernment could be had at once, but in that case a poll would have to be taken by the ratepayers. After some discussion it was resolved on the motion of Cr Sanson, seconded by Cr Bruce, That as this Council is not in a position to find one-fourth of the cost of proposed works in this County, the Chairman be requested to inform the Ministerfor Public Works to that effect, and apply for the three-eights on the total estimated cost of said works, in accordance with a former application made to the Government by the hairman, and also in accordance with the provisions of the Roads and Bridges Construction Act, 1882. The Chairman having remarked that some of the Councillors would have to go to Wellington shortly on the business of the tramway. it was resolved on the motion of Cr Bruce, seconded by Cr Sanson, That any member or members of this Council proceeding to Wellington on public or private business, be empowered to wait on the Minister for Public Works in regard to the Roads and Bridges Construction Act, specially with reference to the misunderstanding existing between the Council and the Government as to the terms of the application under the Act." It was further resolved on the motion of Cr Sanson, seconded by Cr Bruce, That the sum to be laid out on various works proposed to be constructed be limited by the rate of the money allotted by the Minister for Public Works on the estimated cost of said works. The Council then adjourned.
