Received January 20, 2.5 p.m.] Beblin, January 19. A serious explosion occurred at a powder mill in Minden, a strongly forlified town in Westphalia. The greater portion of the place has been shattered to pieces and twelve lives have been lost. =Pabis, January 19. In the Chamber Deputies to-day, Faillieres, the Minister of the Interior, introduces a Bill to provide measures to . prevent the issue of manifestoes by Bonapartiste pretenders. The measure provides for the punishment of offenders by imprisonment instead of by expulsion from France. Prince Kragotfcine and the leaders of Socialist's movement have been sentenced to five years' penal servitude, and various terms of imprisonment have been passed upon other Socialist, prisoners. A report is current that a widespread Ligitimist plot is now in existence in France, under the leadership of Charett.
