I A letter was read from Win. Campbell stating that as a number of trees in East i street had been blown down on his section, breaking 10 chains of his fences, he would expect the Council to make the loss good. V- BEPORT OF THE FINANCE COMMITTEE. " Your Committee beg to report that ihey have considered the question of outstanding rates, and have authorised the Towrf Clerk to have a number of circulars, reminding defaulters of their liability, printed and issued at once. Your ■Committee have also to submit the following accounts presented to them, with a recommendation that they be paid by the Council- —
£46 11 5 Hugh L. Shebwill, Chairman. Cr Thompson protested against the payment .to tie Manchester Highway JBoard, as he questioned the liability of rthe Council. Cr Sherwill thought the Council should <contiibute its share of the. expenses of clearing t"ne bridge. Cr Lewers explained that half the river *was the borough's, and the Borough was liable for half the erpense. Cr Thompson objected to the future liability that might be made. Cr Lewers would support a motion to •defer fhe passing of the account unti\ the borough boundaries were clearly defined. Cr Loudon thought it would be a snattsr of courtesy to pay the amonnt as the bridge was a great benefit to ihe Borough. Cr Thompson enquired if there was any money to spend for courtesy's sake? Cr Loudon stated that the Borough <ende<l at the bank of the river. Cr Lewers suggested delay. Cr Loudon proposed, and Cr Sherwill seconded, 'hat the report of the Finance <Comn:iite2 be adopted, a*id that tha CJlerk write to the Highway Board stating that the amount would be paid with the proviso that it is made without -prejudice to their liability to make the payment. — Carried. Cr Thompson proposed, and Cr Lewers that the payment of the sum of anoney, £4 16s, be deferred. Lost. Cr Loudon, in supporting his resolution, pointed out the wisdom of agreeing lo pay the sum of £4 16s. It was not flikely the Borough would be called upon to pay .any more. If the Highway Board .did call on the Borough to pay, the Council could simply decline to entertain fthe request. Cr Lewers said that it was always a guide to Magistrates where claiiins were acknowledged. The Borough Council ■vr&s not clear as to its boundaries, and should examine into them. He did not in any way repudiate the liability. Cr Higgin would like to know the actur.l boundary of the Borough before be agreed to pay the money. No harm .could be done by putting the payment off until next meeting. Cr Loudon said the payment had been -postponed already from last meeting to this. The boundaries were clearly ■enough defined. The claim was a small one and it waa a duty to pay it. It was a fair claim, and no furthei calls were ■probable. Cr Goodbehere considered they ought to have the best legal opinion in Wellington on the point. VI r Campbell's letter was considered, and Cr Thompson moved, and Cr Sherwill vseconded, that the Clerk write to Mr Campbell, stating the Borough Council was not liable for damage done by falling trees. The conduct of the Banger in omitting to impound cattle after dark was commented on. The Town Clerk was requested to instruct him to do his duty at night, as people took advantage of his neglect, and turned out cattle to wander till morning, to do considerable damage to private gardens during the night. Cr Lewers objected to the day-labor men being employed in merely picking up grata on Fergusson-sireet. Cr Higgin explained that the expense Avas triflinjr, and it was necessary to keep this street clear. /'""Cr Lewers spoke on the subject of the library, and said it was a pity no provision was made for the public to have access to the books now in hand. Cr Higgin stated the Mayor would be back on aturday, and at the next meeting of the Council something would be done definitely. He thought the matter should be referred to the Finance Committe, to report upon. It was then proposed by Cr Sherwill, seconded by Cr Lewers, that the matter of the Public Library be referred to the Finance Committee, to report next meeting. — Carried.
