* This Bill is introduced fur the purpose of consolidating an.l amending tlie laws relating to stamp duties, aw] to provide for the collection, by infe'ttiis of stamps, of fees payab c in the various departments of the Government ser- , vice. The repeal will not affect the past operation of any enactment repealed, or the sufficiency or insufficiency of the stamp 'dutjr on any instrument executed Ihe payment or j recovery of any duty of any kind j which may be puyable under any of the Acts repealed. The Act is divided into five parts, as follows: Management, duties on instruments >Nsiftye Lands, and stamp fees. The manage* I ment will be by a. Commissioner, and as many Deputy -Commissioners as is found necessary- for the convenient vorkjpg of the Act. . All stamps, idhesive;.or impre-ssed. are to* Iffflnade it the head office in Wellington. Licenses to sell stamps will be granted as before, and persons selling without ouch license will be liable to a penalty noi exceeding twenty pounds for each offience. Other offences against the Act, such as forging a die or stamp, impressing with such die or stamp, removing any stamp or eny part of it, fraudulently mutilating with intent to use any part of a stamp, or fixing on any stamp any part of another stamp, erasing or removing from any stamped material, any name sum or date, with the intent to use the stamp on &ueh material, selling, exposing for sale, or uttering any forged stamp, of being jin possession oi any forged die or ■stamp, etc. These offences are to be itre- ted as felony, an^v|»o|iyc^iw|cnioir jshall be liable to penal servitude for jseven years, or imprisonment with or {without hard'jobo^ficirjfbu^jiQtjrpj <AM fines, fees, and penalties may be recovered in a summary way beforp an y two Justices of the Peace.
