REORGANISATION ANNOUNCED FOREIGN MINISTER TOGO RESIGNS (Rec. noon.). LONDON, Sept. 1. A reorganisation of the Japanese Government has been announced. A new Ministry—the Ministry of Greater East Asia—has been created to control all the countries occupied by the Japanese, The Japanese Official News Agency, Domei, announced to-day that the Japanese Foreign Minister, Mr roqo, has resigned for “ personal reasons.” When the Emperor was informed he called on the Prime Minister and Minister of War, General Tojo, to take over Mr Togo’s portfolio. Mr Togo was Ambassador in Berlin from 1937 to 1938, and in Moscow from 1938 to 1940. The Associated Press says Mr Togo’s resignation possibly is the prelude to a Japanese attack on Siberia. Togo negotiated the Tokio-Moscow neutrality pact and repeatedly affirmed Japan’s pledge of friendship to Russia.
