AMERICAN PLANS FOR REPAIR AID CONTINGENT CN FRANCO'S NEUTRALITY (Rec. 11 a.m.) WASHINGTON, August 28. Mr Roosevelt told his Press conference that he proposed a broad plan in the Americas to help Spam to repair civil and war damage, and her cultural treasures, and to stimulate post-war travel to Spain. The programme will be purely voluntary, tho funds coming from foundations and voluntary contributions. Mr Roosevelt said that of course the programme was proposed on the assumption that Spain remained neutral. This brought the question whether tho plan was intended to influence Spain. Mr Roosevelt definitely repelled the idea, saying such would impugn the motive. Asked were there not many who objected to helping Franco’s Government in any way, Mr Roosevelt replied in the negative, remarking that the cultural treasures,of any country survive its Governments.
