GROUND LOST IN NORTH AFRICA GENERAL SMUTS ON WAR SITUATION LONDON, August 23. In a speech at Pretoria to-day General Smuts said that when he met Mr Churchill in North Africa they went very thoroughly into the whole war situation. “Wo have reached a stage in the war,” ho said, “ when our whole position must be gravely reviewed. We want to see what can bo done this year and what can be done about our great offensive next year.” Speaking of the changes in the North African command, ho said these involved no reflection on the men concerned, but we had to plan for victory. The lost ground had to be recovered, and he believed that this could be done with the proper use of the men and materials at our disposal. South Africa could never be regarded as safe as long as Axis forces had a footing on African soil.
