SEA FISHING INDUSTRY
THE REORGANISATION PLAN LICENSING PROVISIONS [Per United Press Association.] WELLINGTON, September 28. The steps recently taken for the reorganisation of the sea fishing industry were referred to in a statement tonight by the Minister of Industries and Commerce (Hon. D. G. Sullivan), who is also Minister of Supply. The Minister referred to the action being taken under the licensing provisions of the Industrial Efficiency Act, and to the action which was under way by the foodstuffs controller under the Foodstuffs Emergency Regulations. Notification of six licensing notices in respect to th' various sections of the seafishing industry are published in the Gazette this week. “ Because of the importance of the sea-fishing industry it has been deemed advisable to set up a committee to act as an advisory committee to Mr F. R. Picot, who is . foodstuffs controller. This committee will have no powers or authority other than as may be delegated to it by the controller,” said Mr Sullivan. “ Under this arrangement, the steps considered necessary may be taken to ensure that the industry is functioning in the most economical manner, and that the highest state of efficiency is being achieved. Nominations for appointment ns the personnel of this committee were requested from organised sections of the industry, and from these I have appointed the following, together with departmental representatives Mr James Thorn, M.P., chairman. Mr C. G. Camp (representing the wholesalers). Mr F. P. Walsh (fishermen). Mr T. E. Fisher (retailers). Mr M. W. Young (Marine Department). , _ c T 1 Mr E. Sheed (Department of Industries and Commerce). “Mr Thorn was chairman of the,Sea Fisheries Investigation Committee which last year brought down a comprehensive report on the industry. The Minister said he desired it to be widely known, that the licensing notices which are published this week affect all . sections in the fishing industry throughout the Dominion, and the obligations imposed on those engaged in the industry by these notices would require early attention by those concerned. Early in 1037, while the Sea Fisheries Investigation Committee was still sitting, the Government decided, in accordance with a suggestion of the committee, to license three sections of the industry—“ fish-taking oysterdredging,” and “ export.” This action was designed to hold the position in these sections of the industry until the report of the committee could be given effect to. Three of , the licensing notices now published refer to these industries, the former notices being revoked. In addition, there are three notices referring to the industries of “ fish-canning,” “ fish-retailing,” and “ fish' wholesalers.” In all cases the persons engaged in the six sections of
the industry now licensed are required to obtain licenses from the Bureau of Industry to carry on after January 1, 1940. It is required, however, that applications for licenses be made on op before November 1, and the bureau of Industry will shortly advertise full details in regard to the lodging of applications for licenses.
There were one or two points in th# licensing notices to which the Minister specially referred, the first being in regard to fish taking. The notice defines the industry as the taking ; by fishermen for sale of fish, and. fish is defined to include all fish and shellfish found in New Zealand waters, except trout, whitebait, and oysters. Taking is defined to mean op attempting to take by the use of a fishing boat or by the use of any kind of fishing net or fishing line. A.fisherman includes any person engaged in the industry whether full time or part time, but excludes persons employed wholly) as engineers engaged only in connection with the propelling machinery of » fishing boat, as firemen, or as cooks. The notice licensing the taking of oysters does not apply to rock oysters., The fish canning flotice applies to the canning of all fish except troyt. The sale by retail of fish refers to tha sale of all fish found in New Zealand *. waters except trout and oysters, but does not include canned fish or dried and salted fish, or fish when comprised in a meal served in a restaurant for consumption on the premises, or, if smoked fish, when sold by a person whose business does not consist for tha greater part in the retail and sale of fish. The sale of smoked fish by grocers and general storekeepers, therefore, will nof be licensed. Retail sale by hawking is included in the industry. The industry covered hy the fish' wholesalers’ notice refers to all species of fish and shell-fish, except trout and oysters, and includes sale by auction, ' The fish export notice does not apply, to salmon, trout, whitebait, or oysters., “ I have no doubt,” the Minister concluded, “ that the steps which are now; being taken under both the Industrial Efficiency Act and the Foodstuff* Emergency Regulations will be of the utmost benefit to the fishing industry and to the general public alike. It ha* been recognised for manv years tha* there would need to be many changes in the organisation and operations' of various sections of the fishing industry of the Dominion if the industry were to be carried on in an economic manner. It accordingly gives me great pleasure to be able to announce on behalf of the Government the inauguration of the initial plans outlined above for*the reorganisation of the
