NEUTRALITY REVISION
NEW AMERICAN BILL AN IMPORTANT ADDITION WASHINGTON, September 24. The final draft of the Neutrality Bill has been completed. Senator Pittman predicts , that the Foreign Relations Committee will report favourably. He says the Bill covers President Roosevelt's points and makes an important addition, which he declined to disclose, but he claimed that it was more neutral than the present Act, It is hinted that the important addition strengthens the provision which prohibits American ships from carrying passengers and freights of belligerents.
