FREIGHT RATES RAISED Press Association—By Telegraph—Copyright HONGKONG, September 15. (Received September 16, at 10 a.m.) British, American, and Japanese shippers announced a 20 per cent, increase in transpacific freight rates from October 3, due to the wartime reduction in available commercial vessels.
