TWENTY-THREE DISCHARGED APPEAL HEARD AT QUARTERLY SESSIONS Press Association—By Telegraph—Copyright LONDON, September 11. (Received September 12, at 12.30 p.i%,) The Essex quarterly sessions heard an appeal by 23 of the Napier Star’s seamen and allowed their discharge, conditional on their being bound over for a year. The others have already been called up in the naval reserve. [A mesasge received on August 4 stated: Forty-two seamen, members of the crew of the Napier Star, appeared in the East Ham Police Court on charges of failing to obey lawful commands, combining to disobey lawful commands, and combining to impede the progress of the ship from Port Elizabeth on May 1 while on a voyage to New Zealand.]
