The Government is sending out to every householder a book on air raid and gas dangers, with a suggestion that a refuge in each home be provided. Factories and shops are advised to make similar provision. An official stated that public shelters are only for those caught in the streets. There is no intention to have public bombproof shelters requiring a concrete roof 10ft thick or alternatively built 75ft underground.
