JAPANESE SHIPPING PLANS. Plans are now being drawn up by the Japanese Ministry of Communications which have for their object the encouragement of shipping services and_ new construction, make an important alteration in the speed of cargo vessels built under the Government schemes. It will be remembered that under the shipping improvement arrangements adopted some time ago, new cargo vessels had to he capable of maintaining 17-18 knots in service, a provision which attracted some attention abroad. Now the vessels must have a speed of not less than 20 knots, in spite of the fact that they will cost up to twice as much as formerly. The Ministry recognises this, but insists that such speeds are essential for national defence purposes. It is pointed out, moreover, that the new ships may not necessarily be uneconomic, for the Canberra Maru and her sisters, which have reduced the Japan-Australia run from three weeks to 11 days, have shown a fair margin of profit. The plans also provide for the extension of subsidies to tramp ton nage and for encouraging the establishment of new services. IN RADIO RANGE.
