1 A CASE FOR IMMIGRATION 1 * A Case for Immigration,’ by Arthur Fraser (New Zealand Publishing Company, Wellington), has as its aim the turning of the minds of the people of this country to a consideration of the possibilities of immigration as a contribution not only to the welfare of the Dominion, but also to the establishment of world economic stability. The author marshals his facts and presents his case very clearly. He discusses world events in the post-war years, and the development of trade with the barriers occasioned by tariffs and hampering regulations. Then he goes on to state his arguments in favour of a comprehensive system of immigration to this Dominion. Not only is a much larger population necessary for security, says the author, but New Zealand is presented with the opportunity of solving in a practical way an urgent problem and of giving to a splendid type of men, women, and children who are at present almost without hope a chance to develop as national beings and useful members of society. It is riot claimed that immigration as the key to economic recovery, but it is claimed that immigration is a vital factor of recovery for certain countries of which New Zealand is indubitably one.
