Russia’s new Constitution, which was announced recently, was discovered to have been so drafted that it gives the vote only to persons in the eighteenth year of their age. Presses which were turning out 15.000,000 copies of the charter, which will not be adopted until next November, were at once halted and the Constitution so amended ns to give the vote to Russians aged “ from IS years upwards.”-
