(Received September 19, at 11 a.m.) Herr von Ribbontrop denied the probability of a German war against Russia. “We are strong enough to defend Germany,”- he said, “but far from prepared successfully to start an offensive war. If Germany ever makes war it will not bo with an imperialist aim.”-
