DIPLOMATIC NEGOTIATIONS
THE LOCARNO CONFERENCE (British Official Wireless. 1 ) Press Association—By Telegraph—Copyright RUGBY, September 17. (Received September 18, at noon.) Mr Eden has returned to the Foreign Office. He is engaged in completing the draft of a Note which will be handed to-morrow to the Ambassadors in London of France, Germany, Italy, and Belgium. This Note will contain proposals for making progress in the first stages of the diplomatic preparations for the proposed meeting of the five Locarno Powers. Diplomatic negotiations would, it always has been recognised, ba necessary before the meeting of the ive Powers could be called, and Mr Eden’s purpose in handing the communication to the Ambassadors before his departure for Geneva is to obviate any loss of time occasioned by his absence from London while attending the League meeting.
