Bastid 1 , French Minister of Commerce, who is visiting Berlin, that he is willing to limit the German army if France terminates the Soviet Pact. TRUTH OF OFFER DENIED PARIS, September 16. (Received September 17, at 2 p.m.) It is officially denied that Herr Hitler has offered to limit his army on condition that France abandoned the Franco-Soviet Pact.
