NON-INTERVENTION AGREEMENT SECOND MEETING OF COMMITTEE (British Official Wireless.^ Press Association—By Telegraph—Copyright RUGBY, September 14. (Received September 15, at noon.) The second meeting of the International Committee for application of the agreement regarding non-intervention in Spain was held at the Foreign Office. The meeting was attended by representatives of 26 countries. The committee had under consideration certain questions relating to the scope of the agreement, and delegates undertook where necessary to obtain the instructions of their Governments at the earliest possible moment in regard to the questions submitted. The committee reaffirmed the resolution adopted at its first meeting that proceedings at its meeting should be treated as strictly confidential, subject to the issue 'of an agreed communique at the conclusion of each meeting. After a general exchange of views it was agreed to appoint an informal subcommittee to assist the chairman in the day-to-day work of the committee, and that this sub-committee should be composed of representatives of Belgium, the United Kingdom, Czechoslovakia, France, Germany, Italy, Sweden, and Russia. The first meeting of this sub-committee will be held at the Foreign Office to-morrow afternoon. The committee took note with satisfaction that the majority of the representatives had already furnished to the secretariat copies of legislative and administrative measures adopted in accordance with their agreement for nonintervention. It was arranged that the documents so submitted should be collated as soon as possible for consideration by the committee. BRITISH LABOUR’S DECISION (British Official Wireless.) RUGBY, September 14. (Received September 15., at noon.) Speakers during the week-end included Major Atlee, who at a public meeting in Cornwall said he believed the decision taken by the Trades Union Congress with regard to Spain absolutely right. It required a great deal of courage to take that decision. He was convinced that non-intervention was the best that could be done in the circumstances, provided it could be made effective, and his party would exercise the utmost vigilance to see that it was made effective.
