FINED ON THE SPOT
JAY WALKERS IN BERLIN BERLIN, Juno 2 A law came into force recently empowering police to fine careless pedestrians on the spot. Fines ranged from sixpence, to ono shilling. When offenders pleaded that they had no money the fines were collected later. This system of collecting fines on the spot is also’in operation for motorists’ traffic offiences, and also for “ litter louts.”-
