Press Association —By Telegraph—Copyright* RUGBY, March 2S. _ The I’m Alone ease has naturally directed attention to the convention “ respecting the regulation _of tlio liquor traffic” between the British and United States Governments at Washington in 1921. In Article 1 of ibis document the principle that throe marine miles constitutes the proper limit of territorial, waters is affirmed. In Article 2 the British Government agrees to raise no objection to the boarding of Brilislf vessels outside territorial waters in order that inquiries may bo addressed to those on board, and an examination bo made of the ship’s papers for the purpose of ascertaining whethcre there are alcoholic beverages on board for importation into the United States. f lha vessel may he siezed and taken into a port of the United States. The rights conferred by this article shall not bn exorcised at a greater distance from, the coast of the United States than can be traversed in one hour by the suspected vessel. Article .‘i authorises the carriage of alcoholic liquor in liners voyaging to and from the United States. Article i states that any claim by a. British, vessel for compensation on account of the improper or unreasonable, exercise of the rights conferred by Article 2 shall be referred for Joint consideration of two persons, one of whom shall bo nominated by cadi of the high contracting parties. If no joint report can bo agreed upon the claim sha 11 bo referred to tlio Pecuniary Claims Commission established at Washington in 1910,
