Among several speakers Mr J. W. Munro, M.P., member of the Otago Board and a city councillor, when speaking said that legally neither the hoard nor, the council was responsible, as the properties along the Leith had their boundary lino in the centre of the Leith,' and therefore the above-named bodies eon Id not trespass on priva te property. I would like to know who owns most of the banks of the Leith from the Union street bridge to the Harboiir' terrace bridge. .Is it not the City Council and the Otago Harbour Bogrd?, Or else, who gave them the power to construct the present canal, and why put up houses to sell and lease .the sections to their tenants if they have "not the right to do so? I with,many others cannot see why the responsibility should not fall on the above-named public bodies, but my first concern is to speed up the cleaning out of the canal, —I am, etc., E.W.I. , March 26. .. ‘V; :
