(Received December 29, at 10 a.m.) At the Indian National Congress, which is generally representative of all Indian political elements, it was decided to adopt a creed for the total independence of India, backed by Passive resistance, unless a _ dominion status is accepted by Parliament by the end of 1929.—United Service.
