EMPLOYERS AND EMPLOYEES THE CO-OPERATION PROPOSAL COMMENT BY LONDON ‘TIMES/ Press Association—By Telegraph—Copyright. LONDON, December 18. (Received December 19, at 9.5 a.m.) ' The Times,’ in a leader on co-opera-tion, in emphasising that within a day or two the employers will be meeting to examine industrial co-operation, recalls that just a year has elapsed since Lord Mclchett launched his proposal; but whereds the Trade Union Congress publicly debated and approved of the scheme in September, the employers are meeting in private, leaving the 'public uninformed concerning the nature of the force of the arguments influencing their action regarding tho paramount industrial question. Hitherto two employers’ associations, although reciprocating in a desire for a better understanding, are not permitted by their constitution to undertake such negotiations, hut a method of linking them will be found if the purpose of the negotiations is approved. Perhaps the employers’ associations have a lingering suspicion of the trades unionists’ intentions, as the only proof of a change of Heart which the employers have is the adoption of a policy of co-operation by the trades unions. Meanwhile an interim report published in July on tho result of the employers and trades unionists’ unofficial disenscussions indicates a joint desire for cooperation, but it_ is incomplete if the movement is whittled down to improvement in tho machinery dealing with disputes, and the incentive will largely evaporate.
