! ADMIRAL HUGHES-S REPORT INSUFFICIENT FUNDS. Press Association—By Telegraph—Copyright. WASHINGTON, December 13. Admiral Hughes, chief of the navy operations, in his annual report, stated that Congress will act and provide for an enlisted naval personnel of 88 ; 500 in the fiscal year 1930, not including allowances for nucleus crows_ or for the number required to commission the vessels which are now in course of construction. The report complained that insufficient: funds were provided during the past year adequately to man the vessels in commission.—Australian Press Association. CONSTRUCTION A PPKOPIHATIONS. Appropriations of 3,800,000 dollars for naval construction were passed by the House of Representatives to-day, despite a protest by critics, chief of whom was Mr La Guardia,_ who stated that such legislation was inapproprito when the Government was making a gesture for universal peace. ° A portion of the above sum was appropriated to complete two submarines, and the remainder is to complete the modernisation of the battleships California, Oklahoma, and Nevada.—Australian Press Association.
